About us / Services

E.E.T.A.A.’s mission is the reinforcement of Local Governments in order to become instruments of planning, and achieving regional and local development. It is the established scientific and technical advisor of Local Authorities and the State and its Institutions of the on issues relating to the Local Government and Local Development.

The Agency for more than thirty years has worked with the Central Unions of Local Authorities (Central Union of Municipalities, Central Union of Regions, Regional Unions of Municipalities), with all the Municipalities of the country, with all Greek Ministries operating in the local development area, and with the European Commission and other Bodies at European and international level.

EETAA was the operational and implementation mechanism of both the 1997 "KAPODISTRIAS" and 2010 "KALLIKRATIS" local government crucial administrative reforms:

Documentation of the Organizational Structure & Staffing current situations of Local Government Organizations & Regions – Support for elaborating the internal structure & staffing regulations of the new Municipalities O.P. Public Administration Reform / NSRF 2007-2013
Development and Operation of a Database for the economics of local authorities, support of the adjustment of their financial services, preparation of draft Presidential Decrees and Ministerial Decisions in the "Kallikratis" Project
Competences transfer and cost accounting of the Local Government (Municipalities and Regions)
Support of Municipalities and Regions in enforcing the regulations of the Law 3852/2010 for their Public and Private Legal Entities

EETAA is the implementation Agency for the provision of Social Services by local governments:

Reconciling Professional and Family Life through enhancing Child Care services - ”O.P. Human Resources Development / NSRF 2007-2013 and 2014-2020
Support to the elderly and other dependant persons for promoting employability of their carers - ”O.P. Human Resources Development / NSRF 2007-2013” and national resources
Centers for the support of Roma and vulnerable groups - ”O.P. Human Resources Development / NSRF 2007-2013”

EETAA is an Intermediate Management Body for National Strategic Reference Framework (NSRF). In this capacity it issues calls of proposals to beneficiaries, mainly municipalities, for the implementation of technical projects oriented in infrastructure (such us water supply networks, reconstruction of urban areas, green areas enhancement, road construction, construction of municipalities multi-purpose centers, environmental regenerations etc.).
EETAA is a certified Life Long Learning Centre:

in cooperation with four Universities [Peloponnese (Political Science and International Relations), Democritus University of Thrace (Department of Economics), Aristotle University of Thessaloniki (Department of Economics) and Piraeus University (Department of Business Administration)] organizes, from the academic year 2015 - 2016, the new innovative Postgraduate Program entitled: Local and Regional Development and Administration. This program leads to a Master degree. The aim is to provide further training and scientific specialization and is addressed to employees in Regional and Local Government Bodies. The program has three specializations: Planning, Business Operation and Social Policy
in cooperation with the Central Union, the Regional Unions of Greek Municipalities and Municipalities itselves, organizes training programmes for the elected representatives and the employees of Municipalities and Regions on Local / Regional Development issues
supports and creates networks of the Municipal Life Long Learning Centers

Immigration and Local Government: Under the European Fund for the Integration of Third Country Nationals (responsible authority, the Ministry of Interior) EETAA:

implemented Intercultural Training Programs for public employees, dealing with third country nationals or handling issues that concern them in the Regions of Attica, Central Macedonia, Thessaly and Central Greece
participated in the project: "Creation of mechanisms for effective and sustainable implementation of the Readmission Agreement between Albania and the EU and the countries concerned", which was implemented under the responsibility of the Ministry of Interior and
implemented, under the responsibility of the coordinator partner, the translational project "Creating Virtual Labour Market in the Mediterranean Basin - MAVITRA Program" (Interreg MEDOCC B)

EETAA participates in International and European Networks establishing co-operations with Universities and Research Centers, in order to support and strengthen the Greek Local Administration in the effective management and implementation of EU co-funded Operational Programmes, covering needs in management systems, tools, procedures and know-how.
It is member of :
- OECD LEED Forum on Partnerships and Local Governance
- European Social Network (ESN)
- European Association of Development Agencies (EURADA)
It works closely with the European Council of Municipalities and Regions and it has developed close working relationships with academic and research Institutions in Europe and generally abroad (University Rems / France, EVTA / Brussels, Network REVES / Italy, etc.)

EETAA established a network of Greek municipalities with goals
- The preparation of the Greek municipalities in the "Europe 2020" strategy and the programming period 2014-2020
- Developing partnerships and alliances at European level and
- Exchange of knowledge and best practices in priority areas for Greek Local Government
It has also developed a module on its website (www.eetaa.gr) entitled "European Networks and Programs" which brought together all the information required for the participation of local government in European networks and European competitive programs of the 2014 - 2020 period
EETAA, also, in cooperation with other organizations, submit and implement proposals on calls in competitive programs
